Steps to endorse the Call to Action
Endorsing the Safe to Learn Call to Action is a simple, flexible process that promotes visibility for governments and the opportunity for meaningful follow-up support from Safe to Learn partners.
The steps below outline how it works.
Step 1: Confirm endorsement
The Ministry of Education endorses the Call to Action in the most convenient format, for example, through an official letter, email or where relevant, a verbal confirmation (such as during a high-level meeting or event) which is minuted.
Step 2: Formal acknowledgement from Safe to Learn
The Head of Safe to Learn or UNICEF Global Director will issue a formal acknowledgement letter to the Ministry of Education, transmitted in coordination with the UNICEF Country Office.
Step 3: Share endorsement across government
The Ministry of Education is encouraged to inform other relevant ministries, such as Social Affairs, Health, Justice, Finance, and the Office of the Head of State/Prime Minister, to support whole-of-government, cross-sectoral action.
Step 4: Public communication
Each endorsement will be communicated externally to strengthen national, regional, and global advocacy. This will be coordinated with the endorsing government and may include:
- A short article on the Safe to Learn website (with countries encouraged to publish nationally as well).
- A quote from the Minister of Education, ideally highlighting any specific actions being committed to.
- Joint social media posts through Safe to Learn, partners, and government channels.
Step 5: Coordination and follow-up
A working-level call will be proposed between the Ministry of Education, the UNICEF Country Office, the Safe to Learn Secretariat, and relevant Safe to Learn partners to:
- Agree on immediate next steps and focal points;
- Outline priority actions in progressing the Call to Action;
- Identify opportunities to learn from partners and share good practice.
Step 6: Monitoring progress
Progress on the commitments made under the Call to Action can be assessed and tracked by governments through use of the Safe to Learn benchmarks and diagnostic tool. This will ensure continued visibility of achievements and enable partners to support implementation where needed.
