Endorsing the Safe to Learn Call to Action is a powerful opportunity for governments to signal a national commitment to making schools safe, inclusive, and enabling spaces where every child can learn free from violence.

When countries endorse, it places them at the heart of a global movement, while offering a platform to showcase progress, highlight national achievements, and inspire others.

Endorsement also unlocks access to technical support from a coalition of partners, and the potential to mobilize additional resources.

Political commitment and global movement

  • Endorsing demonstrates a senior political commitment to take action and make schools safe, inclusive and enabling spaces.
  • The government joins 19 other countries – across all income levels and contexts, development and emergency –that have endorsed, showing solidarity with a fast-growing and universal global movement.
  • ‘Ensuring Safe and Enabling Learning Environments’ is one of the three high impact solutions to end violence against children, highlighted as a priority at the Global Ministerial Conference on Ending Violence Against Children in Bogotá, Colombia (November 2024), giving this agenda strong international visibility.

Technical support

  • Endorsing countries benefit from the technical support of Safe to Learn partners, who bring expertise in education, child protection, health, gender, and social behaviour change, and are ready to assist Ministries of Education, as well as other relevant ministries and partners.
  • Endorsement also provides opportunities to exchange good practices and learn from other countries in the region and globally that are engaging with Safe to Learn programming.

 
Monitoring progress

  • Safe to Learn tools help countries use data and evidence to drive action. They identify strengths, gaps, and opportunities, provide clear recommendations, and support ministries to develop costed education sector plans, measure progress, and track implementation.
  • Benchmarking Exercise: Endorsing countries can assess their progress against the Call to Action and set a baseline for future measurement.
  • Diagnostic Exercise: A deeper review that analyzes national, sub-national, and school-level policies, systems, and programs to guide comprehensive action.
