A global study of attacks on education and the military use of schools (2024–2025)

Attacks on education rose globally in 2024 and 2025 against the backdrop of increasing conflict, decreasing restraint, and eroding global norms in several regions. This report profiles 28 conflict-affected countries that experienced systematic patterns of attacks on education, with reports of attacks identified in a total of 83 countries during the period. GCPEA recorded at least 8,566 attacks — a more than 40 per cent increase compared to 2022–2023 — harming over 10,600 students, teachers, and education personnel. It documents the rising use of explosive weapons (including drones), military use of schools and universities, the differential impact on marginalized students, and tracks endorsements and implementation of the Safe Schools Declaration.
