This framework translates findings from the 2023 Jamaica Violence Against Children Survey (VACS) into a structured plan of action for ending violence against children. Built around the seven INSPIRE strategies — Implementation and Enforcement of Laws, Norms and Values, Safe Environments, Parent and Caregiver Support, Response and Support Services, and Education and Life Skills — it sets out key considerations, potential barriers, and concrete approaches for each. Annexes include an overview of Jamaica's national response, laws in need of review and amendment, evidence on gun control policies, and examples of theories of change for ending violence in schools.
