“Raising aspirations and ensuring worthwhile learning outcomes.”

– Ministry of Education and Human Resource Development

The Seychelles has formally endorsed the Safe to Learn Call to Action joining a global movement to end violence in, around, and through schools. Through this commitment, Seychelles will continue to work to ensure that schools are not only places of learning, but also safe spaces where children are protected, empowered, and supported.

Bullying and other forms of violence in schools undermine children’s ability to reach their full potential. By endorsing the Call to Action, Seychelles is signaling a political commitment to strengthen the protective role of education and further embed violence prevention and response into national systems, legislation, policies, and practices.

Seychelles’ endorsement reflects a shared vision with the Safe to Learn initiative: that every child can learn free from all forms of violence. This commitment aligns with Seychelles’ broader efforts to uphold children’s rights and achieve the Sustainable Development Goals—particularly SDG 4 (Quality Education) and SDG 16.2 (End all forms of violence against children).

New commitments for safer learning environments

With this endorsement, the country is committing to align its national efforts with the Call to Action by pledging to:

  • Strengthen legislation and policy to ensure children are safe to learn.
  • Implement school-level policies preventing and responding to student violence.
  • Engaging students, parents, educators, communities to promote positive social and gender norms and behaviour.
  • Investing resources effectively to promote safe and inclusive education.
  • Using data and evidence to show what works to prevent violence in schools.

Through its Anti-Bullying Oversight Committee, Seychelles is currently undertaking a comprehensive review of its National School Anti-Bullying Policy and is simultaneously developing its safeguarding and child-protection frameworks.  In addition, the Ministry of Education is conducting extensive awareness sessions across the school community to promote positive behaviour, strengthen prevention efforts, and ensure early identification of concerns. The Ministry is also reinforcing its pastoral care system to provide more structured and responsive support for students’ social, emotional, and behavioural needs.

“Congratulations to Seychelles on this important moment. We welcome them as a dedicated ally in the shared journey toward making every school a place where children are safe, supported and able to learn with confidence.”

– Pia Rebello Britto, UNICEF Global Director, Education and Adolescent Development

What’s next

Following this endorsement, Seychelles will embark on a series of steps to translate this commitment into measurable improvements — safer schools, stronger protection systems, and better learning outcomes for every child.

  • Implementing the national action plan to reduce bullying and anti-social behaviours, while integrating safe learning principles into education sector plans and programmes;
  • Conducting an assessment against the Safe to Learn benchmarks to identify strengths, gaps, and future opportunities;
  • Strengthening cross-sectoral collaboration and partnerships with relevant ministries, and wider stakeholders;
  • Collaborating with Safe to Learn partners to access technical assistance, resources, and peer-learning opportunities.

As Seychelles begins this journey, it joins a global community of governments, civil society organizations, multilateral partners, and youth advocates working together to make schools safe for every child. The Safe to Learn initiative celebrates this endorsement and looks forward to supporting Seychelles in turning commitment into action.
