Safe to learn tracks progress in countries
With children in every country experiencing violence in and around school, governments need informed planning and action at the national and sub-national levels to ensure safety.

The Safe to Learn initiative has developed a package of technical resources to support countries in their efforts towards ending violence against children in and through schools.
The Safe to Learn Programmatic Framework and Benchmarking Tool
The Safe to Learn Call to Action – which describes in five high-level points what needs to happen to ensure children are safe to learn – was translated into a series of “benchmarks” via the Programmatic Framework and Benchmarking Tool.
This provides guidance to Safe to Learn partners and other stakeholders through practical actions and resources to assist in the design of interventions that can make schools safer for children.
It draws from a wide range of international child rights frameworks, United Nations guidance and minimum standards, and good practices, and also sets out a suggested framework for monitoring progress.

The Safe to Learn Diagnostic Tool
The benchmarks formed the basis for the development of a diagnostic tool, which aims to measure the quality of national efforts to prevent and respond to violence in and around schools. This tool provides a series of checkpoints to track the progress of governments in meeting the five priorities of the Call to Action at the national, sub-national, and school level. The diagnostic tool can be used to inform evidence-based dialogue between the government, Safe to Learn partners, and all stakeholders to help drive strategic approaches and investments by:
- Identifying good practices and gaps in-country efforts to address violence in schools
- Identify priority actions for moving forward
- Establishing a baseline to measure progress

Between 2019 and 2021, five pioneer countries – Jordan, Nepal, Pakistan, South Sudan, and Uganda – have undertaken country diagnostics using the safe to Learn diagnostic tool on their efforts to make schools safer for children.

The good practices identified, as well as some common gaps and challenges among the country studies, provide the basis for recommendations to policy makers and partners worldwide.
